Neural Networks TC
Name
This organization is known as the Neural Networks Technical Committee (NNTC) of the Computational Intelligence Society (CIS) of the Institute of Electrical and Electronic Engineers, Inc.
(IEEE).
Purpose and Scope
The purpose of the NNTC is to promote the research, development, education, and understanding of neural networks, including both artificial and biologically plausible neural networks.
Membership
The NNTC is open to all members of the CIS, as well as to other technical professionals as affiliates. There are three grades of members: core, regular, and affiliate. Core members are
those who regularly participate in NNTC activities and meetings and shall be eligible to vote on matters before the committee. Regular members are those who have an interest in the Committee
activities but are unable to actively participate. Regular members automatically become core members when present at an NNTC meeting. Affiliates are non-CIS members who have an interest in
NNTC activities and may attend NNTC meetings as observers, but are eligible to vote on matters before the committee.
Officers
The NNTC Chair shall be appointed by the President of the CIS based on the recommendations from the Vice President-Technical Activities (VP-TA) and Committee, for a one-year term and up
to a maximum of three terms. Each November, the NNTC in consultation with VP-TA shall make recommendation to the President for appointment as NNTC Chair for the following year.
Funding
There is no membership fee for joining the NNTC. Funding for the committee shall be provided by the CIS in the annual budget request. Once approved by the CIS ExCom and AdCom, funds will
be available to support the NNTC activities. The Chair shall be responsible for the appropriate use of the approved funds with supporting documentation.
Activities
The NNTC shall engage in various activities in order to promote neural networks as a viable technology, including but not limited to the following: Identify and promote new areas of
research, propose special sessions to the CIS-sponsored conference organizers, participate in paper review and selection for CIS-sponsored conferences and publications, coordinate with the
International Neural Network Society for the International Joint Conference on Neural Networks, recommend candidates to the Awards Committee for the CIS Neural Networks Pioneer Award and the
Technical Field Award, nominate papers for Best Paper Awards to the Awards Committee from papers published in the Transactions on Neural Networks, promote IEEE Senior Members and Fellows
program, collaborate on production of tutorials and book series with the Multimedia Committee, maintain the Committee’s website, facilitate local chapters activities an organize specialized
workshops or meetings. The NNTC will assist in soliciting conference proposals and actively work with the organizers of CIS-sponsored conferences to insure their technical excellence.
Meetings
Meetings will be called by the Chair once or twice a year, usually in conjunction with the CIS AdCom meetings and the annual International Joint Conference on Neural Networks, or as
requested by the NNTC members. Sufficient advance notice of the meetings will be given to the members, as well as to other interested parties. The Chair shall prepare an agenda before the
meeting, and shall prepare minutes for distribution after the meeting.
Amendments
This Charter becomes official after at least 2/3 core members present at The Committee Meeting approves it. Subsequent changes and amendments also require 2/3 majority vote.
